Impacts of Adversarial Use of Generative AI on Homeland Security

This report assesses the technologies used to create and propagate digital content forgeries and describes their evolution; assesses how these technologies may be used by foreign governments and non-governmental entities to weaponize digital content forgeries; discusses impacts from weaponized digital content forgeries with special consideration for homeland security missions; and, describes risk-reduction strategies to counter and mitigate these threats.
