Assistant Secretary for the Office of Legislative Affairs

Bradley F. Hayes was appointed to serve as the Assistant Secretary for the Office of Legislative Affairs at the Department of Homeland Security (DHS) in January 2025. In this role, he directs and oversees all legislative activities on behalf of the Secretary.
Mr. Hayes has almost two decades of executive management and Federal government experience. Most recently, he served as Legislative Director for U.S. Senator Tommy Tuberville of Alabama, overseeing all personal office legislative activities and managing his legislative staff.
During the first Trump Administration Mr. Hayes served as the Associate Director of General Government Programs at the Office of Management and Budget and in various senior executive positions within DHS Headquarters and at U.S. Customs and Border Protection (CBP). Mr. Hayes led CBP’s Congressional engagement and served as Executive Director of CBP’s Office of Trade Relations where he developed CBP’s trade outreach strategy, served as the lead for industry communications, and managed two Federal Advisory Committees.
Prior to his time at DHS, Mr. Hayes served as Director of Congressional and Public Affairs for the U.S. Chamber of Commerce, where he spearheaded advocacy efforts for cybersecurity, technology, and intellectual property. He also served as an attorney on the Senate Judiciary Committee, handling the immigration, intellectual property, national security, and oversight portfolios while managing the Subcommittee on Administrative Oversight and the Courts.
A native of Mobile, Alabama, Mr. Hayes received his bachelor’s degree in Business Administration from Birmingham-Southern College, where he graduated with a distinction in Leadership Studies. He earned his J.D. from the University of Alabama School of Law, where he was a Dean’s Scholar.
